Naruto Vol. 21: Eye to Eye starts off a new story arc. The previous arc ended in a fight between Naruto and Gaara, as well as a battle between Orochimaru and The Third Hokage. The result of those fights left Gaara defeated, The Third Hokage dead and Orochimaru unable to use his arms, and thus any jutsus.

This volume starts off with the village trying to decide who they want to be the next Hokage. When a pair of elders approaches Jiraiya, he refuses the opportunity and claims he can find another, better candidate, the third Sannin (Jiraiya and Orochimaru being the first two). Meanwhile, two strangers appear in the village, and it becomes obvious pretty quickly that their intentions are not pure.

When confronted by Kakashi, the two figures reveal themselves as Kisame and Itachi (Sasuke's brother who killed off his entire clan before leaving the village). But their purpose for showing up in the village isn't all that clear. Kakashi starts to square off against the two rogue ninja, but when Itachi steps up, he comments on how Kakashi's second-hand Sharingan eye can't hope to compare to an Uchiha who wields its power. It is then that Itachi reveals an ability of the Sharingan that we have not seen yet. He freezes Kakashi in place, and takes him to a dark world where he is mentally tortured for hours, or at least that's what it seems like, but Itachi claims it's only been a few seconds. When Might Gai shows up to help his rival, Itachi and Kisame just stop the fight and decide to leave.

As Kakashi's fight with the newcomers wrap up, Jiraiya picks up Naruto and tells him that they are going on a special mission to find the next Hokage. When Naruto is less than ecstatic about going, Jiraiya promises to teach Naruto a new special move, which of course is just the motivation that Naruto needs. As their trek begins, Sasuke learns not only that his brother is in town, but apparently he is after Naruto. So the series takes on a bit of a cat and mouse feel as Naruto and Jiraiya are being stalked by Itachi and Kisame and they are followed by Sasuke. While this DVD is still best for long-term Naruto fans, newcomers to the series might still find this a good purchase.
